I am a senior software developer, working at the Open University, UK. I have been working on Moodle since 2005, and I have done a lots work on the quiz and question bank. Have a look at some of the plugins we have created: https://moodle.org/plugins/browse.php?list=contributor&id=93821.
At the moment, we are thinking about how to improve the options for sharing questions between courses in Moodle. If you have thought about this, or want to know more, then please find me and we can talk. We will be giving a presentation about this during the Moot.
