Ms Rakhat Zholdoshalieva is the team leader of the Quality Learning Ecosystems Programme at the UNESCO Institute for Lifelong Learning (UIL) located in Hamburg, Germany. In her current capacity, she oversees various initiatives and projects focused on literacy, educators, and lifelong learning technologies.

Recently, in 2021, Rakhat spearheaded the development and launch of UIL’s Learning Hub, a multimedia online platform that offers policy guidance, capacity building, and knowledge exchange opportunities for lifelong learning.

With a doctorate degree in education from the University of Toronto, Canada, she has specialised in education policy and planning, teacher training, curriculum design, rural education and adult learning. Before her tenure at UIL, Rakhat gained over ten years of experience working in Afghanistan, Pakistan, Tajikistan, Canada, and Kyrgyzstan. Rakhat is a trained teacher of English as a foreign language from Osh State University, Kyrgyzstan, and a teacher educator from Aga Khan University, Pakistan.
